24-Hour Chemical Emergency Response: Why This Service Matters

The revision of ABNT NBR 14725, published in 2023, introduced a significant change for all companies that manufacture, import, distribute, or use chemical products in Brazil: the mandatory requirement to provide, in the Safety Data Sheet (SDS), an emergency contact number active 24 hours a day.
In practice, this means that the company must ensure that, in the event of an accident or exposure to the product — whether at the industrial plant, during transport, or at the end customer — there is a channel capable of providing immediate technical information on risks, control measures, first aid, firefighting, spill response, and other critical guidance.
To meet this requirement, companies have only two alternatives:
- Maintain an internal 24/7 technical response operation, with trained professionals and access to updated SDS documents; or
- Contract a specialized service, where the emergency center receives the company's product data in advance and provides the necessary support when an incident occurs.
The second option is the predominant reality in the global market, as it is more economical, reliable, and specifically designed to respond to chemical emergencies immediately.
Hazardous materials transport: how the 24-hour number also meets ANTT requirements
Unlike the United States — where the Department of Transportation (DOT) requires by law that manufacturers provide a 24-hour emergency phone number — in Brazil, ANTT does not explicitly establish the same requirement.
Nevertheless, the Regulation for the Transport of Dangerous Goods (Resolutions 5.232/2016 and 5.998/2022) requires that the shipper must ensure the availability of technical information about the product throughout transport (details in Section 2, Article 29 XII at this link), allowing carriers and response teams to act correctly and safely in the event of an incident.
This requirement remains valid even when transport is fully outsourced. Brazilian law makes clear that there is shared responsibility among all parties involved in the logistics chain — not just the carrier. ANTT Resolution 5.998/2022 and Decree 96.044/1988 (Article 29 at this link) establish joint liability among the manufacturer, shipper, carrier, consignee, and transport contractor.
The risk of using the 193 number as an emergency phone
A common mistake in many Safety Data Sheets (SDS) is listing 193 — the Fire Department number — as the chemical emergency phone number.
Although firefighters are called whenever the situation requires on-site response, 193 is an operational dispatch channel, not a service designed to provide technical information about chemical products. It does not have the function, nor the legal obligation, to provide phone guidance on risks, incompatibilities, appropriate PPE, or containment methods.
During an actual incident, response teams may depend on specific information about the chemical product and the manufacturer to make critical decisions. Therefore, a specialized 24-hour emergency service complements the work of firefighters, providing immediate technical support when questions arise about the risks involved and the next actions at the scene.
Therefore, using 193 as the emergency number on the SDS does not comply with NBR 14725 and may compromise the initial response in the event of an accident.

A revisão da ABNT NBR 14725, publicada em 2023, trouxe uma mudança relevante para todas as empresas que fabricam, importam, distribuem ou utilizam produtos químicos no Brasil: a obrigatoriedade de disponibilizar, na Ficha de Dados de Segurança (FDS), um número de contato para emergências ativo 24 horas por dia.
Na prática, isso significa que a empresa precisa garantir que, em caso de acidente ou exposição ao produto — seja na planta industrial, no transporte e ou no cliente final — exista um canal capaz de prestar informações técnicas imediatas sobre riscos, medidas de controle, primeiros socorros, combate a incêndio, derramamento e outras orientações críticas.
Para cumprir essa exigência, a companhia tem apenas duas alternativas:
- Manter internamente uma operação de atendimento técnico 24/7, com profissionais treinados e acesso às FDS atualizadas; ou
- Contratar um serviço especializado, em que a central de emergência recebe previamente os dados dos produtos da empresa e presta o suporte necessário quando um incidente ocorre.
A segunda opção é a realidade predominante no mercado global, por ser mais econômica, confiável e especialmente desenhada para atender emergências químicas de forma imediata.
Transporte de produtos perigosos: como o número 24h também atende às exigências da ANTT
Diferentemente dos Estados Unidos — onde o Department of Transportation (DOT) exige por lei que o fabricante disponibilize um telefone de emergência 24h — no Brasil a ANTT não estabelece explicitamente a mesma obrigatoriedade.
Ainda assim, o Regulamento para o Transporte de Produtos Perigosos (Resoluções 5.232/2016 e 5.998/2022) determina que o embarcador deve garantir a disponibilidade de informações técnicas sobre o produto durante todo o transporte (detalhes aqui na Seção 2, Art 29 XII deste link), permitindo que transportadores e equipes de resposta ajam de forma correta e segura em caso de incidente.
Esse ponto permanece válido mesmo quando o transporte é totalmente terceirizado. A legislação brasileira deixa claro que existe responsabilidade compartilhada entre todos os envolvidos na cadeia logística — e não apenas da transportadora. A Resolução ANTT 5.998/2022 e o Decreto 96.044/1988 (Art 29 neste link) estabelecem responsabilidade solidária entre fabricante, expedidor, transportador, destinatário e contratante do transporte.
O risco de usar o número 193 como telefone de emergência
Um erro comum em muitas Fichas de Dados de Segurança (FDS) é listar o 193 — número do Corpo de Bombeiros — como telefone de emergência química.
Embora os bombeiros sejam acionados sempre que a situação exigir atendimento presencial, o 193 é um canal de acionamento operacional, não um serviço destinado a fornecer informações técnicas sobre produtos químicos. Ele não possui a função, nem a obrigação legal, de orientar por telefone sobre riscos, incompatibilidades, EPIs adequados ou métodos de contenção.
Durante uma ocorrência real, as equipes de resposta podem depender de informações específicas do produto químico e do fabricante para tomar decisões críticas. Por isso, um serviço especializado de emergência 24h complementa o trabalho dos bombeiros, fornecendo suporte técnico imediato quando surgem dúvidas sobre os riscos envolvidos e as próximas ações no local.
Assim, usar o 193 como número de emergência na FDS não atende à NBR 14725 e pode comprometer a resposta inicial em caso de acidente.
