Looking for a Hazmat Hotline for Amazon Dangerous Goods FBA?

A hazmat hotline is required by Amazon when shipping dangerous goods through FBA — but it's only one piece of the compliance puzzle. In this guide, we break down everything you need to safely and compliantly ship hazardous materials through Fulfilled by Amazon (FBA): from proper classification and accurate Safety Data Sheets (SDS) to a 24/7 emergency phone number.

Key Definitions You Need to Know Before You Start

Before diving into FBA hazmat compliance, let's simplify the key terms you'll encounter. No jargon — just what you actually need to understand.

Hazmat / Dangerous Goods

Products that can pose a risk to health, safety, or the environment if handled or shipped incorrectly. Common examples include perfumes, aerosols, cleaning products, automotive oils, and items containing batteries. You can check if your product is classified as hazmat using Amazon's Dangerous Goods Identification Guide.

SDS — Safety Data Sheet

The most important document for hazmat safety and emergency response. It tells you what's in the product, how dangerous it is, how to handle it safely, and what to do if something goes wrong. Sellers must obtain an SDS from the manufacturer/importer or author their own SDS — without it, your FBA process will be on hold.

Hazmat Classification

Every hazmat product has a classification that identifies what kind of danger it poses — flammable, corrosive, toxic, etc. These classifications are based on international safety standards made legally enforceable in the U.S. through 49 CFR. Your product's classification also determines whether it qualifies for Amazon FBA — some hazard classes are not eligible for the program, regardless of packaging. Emergency Phone Number

A 24/7 emergency hotline required on SDS and shipping papers under national and international hazmat regulations. For Amazon FBA, all inbound hazmat shipments must have an active emergency phone number. This number must be included in the SDS and all applicable documentation.

Limited Quantity (LQ)

Limited Quantity (LQ) is a DOT exception for hazmat products packaged in small amounts. When a product qualifies as LQ, it can be shipped under simplified rules — fewer labels, no shipping papers, no placards required. Amazon requires every individual unit to qualify as LQ, since this is what allows them to handle the warehouse-to-customer leg of shipping under those simplified rules. To qualify, the amount of hazmat inside each unit must stay within the thresholds set by 49 CFR Parts 172–173 — which vary depending on the product's hazard class. Not sure if your product qualifies? See our full LQ guide →

49 CFR

It stands for Title 49 of the Code of Federal Regulations — the body of U.S. federal law that governs the transportation of hazardous materials. It covers Parts 100–185 and is written and enforced by PHMSA (Pipeline and Hazardous Materials Safety Administration), an agency within the U.S. Department of Transportation. Think of it as the official rulebook for hazmat in the U.S. — it covers everything from how to classify a material, to how to package, label, mark, and document it for shipment. You can access the full regulation at ecfr.gov.

📦 Check the Box: A Simple Way to Understand Hazmat

Not sure what hazmat really means for your product? You're not alone. Many everyday items fall under dangerous goods regulations without sellers realizing it.

According to the Pipeline and Hazardous Materials Safety Administration (PHMSA), thousands of hazmat shipments are undeclared each year. When hazardous materials are not properly classified, communicated, and contained — the "3 Cs" of hazmat — the risk of incidents increases significantly.

To help address this, PHMSA created the Check the Box campaign, a user-friendly resource designed to help shippers better understand how to identify and handle hazardous materials.

Why Sell Hazardous Materials Through Amazon FBA?

Despite the complexity, Amazon's Dangerous Goods FBA program offers major advantages for hazmat sellers:

  • Access to Prime Customers — Reach millions of Prime members with fast, trusted delivery.
  • Simplified Logistics — Amazon handles storage, packing, and shipping to clients.
  • Built-In Safety Standards — Amazon's Dangerous Goods program enforces strict handling and storage protocols, reducing the risks of accidents and non-compliance.
  • Increased Customer Trust — Customers feel more confident buying hazardous products through Amazon's controlled environment.
👉 But here's the catch: Selling hazmat on FBA requires careful attention to the process and staying ahead of requirements — so that once your enrollment is approved, you don't end up facing additional delays while trying to source other required services, such as an emergency phone number.

Staying Ahead of Requirements: Hazmat FBA Compliance Checklist

The Amazon FBA Dangerous Goods process can be complex and sometimes confusing, especially for first-time hazmat sellers. Sellers who stay ahead of requirements from the beginning tend to face fewer delays, fewer rejections, and a much smoother approval process overall.

1
Classify your product and check eligibility for Amazon FBA Dangerous Goods

Start by classifying your product: review your Safety Data Sheet (SDS) and consult 49 CFR to identify the correct hazard class, then confirm whether your product is eligible for Amazon's FBA Dangerous Goods program. Many sellers are surprised to learn that everyday items — perfumes, sprays, cleaning products, battery-powered goods — are classified as hazmat. Amazon also automatically screens listings for potential hazards, so preparing documentation early is critical.

2
Obtain or author your Safety Data Sheet (SDS)

Even if Amazon does not require the SDS at the very beginning of enrollment, it is highly recommended to obtain it as early as possible. The SDS is not just an Amazon requirement — it is a legal obligation under the OSHA Hazard Communication Standard (HCS). Obtaining it early allows you to:

  • Validate and refine your product classification
  • Ensure alignment with Amazon FBA dangerous goods requirements
  • Provide consistent, standardized hazard information to all downstream stakeholders
3
Ensure you have an emergency response phone number provider

This should be done before finalizing your SDS. As an Amazon FBA seller, a 24/7 emergency phone number is required in two places — and both are your responsibility:

  • Section 1 of the SDS — required under OSHA HCS before you can submit documentation to Amazon
  • Inbound shipping papers — required under 49 CFR 172.604 for your shipment from your facility to Amazon's warehouse, which is a fully regulated hazmat shipment

Most companies use a dedicated provider to ensure 24/7 availability and reliable response. Putting this in place early ensures your SDS and your inbound shipments are fully compliant from the start.

4
Complete required hazmat training

Anyone involved in the handling, classification, packaging, marking, labeling, or shipment of hazardous materials must complete proper hazmat training under 49 CFR. Training must be refreshed at least every 3 years, and employers must maintain proper training records. Amazon also requires you to upload 49 CFR and IATA training certificates for all employees who handle dangerous goods.

5
Understand Limited Quantity requirements and Amazon storage/shipment limits

There is an important distinction to understand here that affects how you prepare your shipments. Read our full Limited Quantity guide for a detailed breakdown — or review the key points below:

  • Your product unit must qualify as LQ — Amazon requires that each individual unit meets the limited quantity thresholds per 49 CFR Parts 172–173 and the IATA DGR guide. This is so Amazon can deliver the product to the end customer under simplified LQ rules.
  • Your inbound shipment to Amazon is NOT automatically an LQ shipment — Even if each individual unit qualifies as LQ, your shipment as a whole must also meet the LQ rules for aggregate quantity — both per outer packaging (per box) and total hazmat per vehicle. If those thresholds are exceeded, your inbound shipment to Amazon's warehouse is a fully regulated hazmat shipment, subject to full DOT compliance: proper hazard class labels, shipping papers, and a 24-hour emergency response phone number.
  • Amazon also has its own storage limits — fulfillment centers cap the quantity of hazardous materials they can hold, which varies by product type and location. Check these limits before creating your inbound shipment plan.
6
Use certified carriers and ensure compliant packaging, labels, and documentation

Your inbound shipment to Amazon is a fully regulated hazmat shipment, unless the total quantity across your shipment stays within LQ aggregate caps. When picking a carrier, make sure they are approved by Amazon for FBA inbound shipments and certified to transport dangerous goods — not all carriers meet both requirements. Packaging must meet all applicable DOT requirements — Amazon also recommends the 3-foot drop test. All required labels, markings, and documentation must be in order:

  • All hazmat liquids must be bagged with a spill-proof bag or enclosed in heat shrink wrap
  • Fragile containers require bubble wrap or boxing
  • Item barcode must be scannable on the outside of the packaging
  • Apply applicable labels and Amazon FBA shipment labels
  • Prepare compliant shipping papers with a 24-hour emergency response phone number monitored for the duration of the shipment
⚠ Risks of Sending Non-Compliant Hazmat Shipments to Amazon Warehouses

Shipping hazardous materials to Amazon FBA warehouses comes with two layers of compliance: federal regulations and Amazon's own requirements. Failing to meet either can create serious consequences for your business.

PHMSA & FAA / Regulatory Risks

All hazmat shipments fall under PHMSA regulations, enforced through 49 CFR. If your products are shipped with improper packaging, missing or incorrect labels, or incomplete documentation, your company can face civil fines or even criminal penalties in severe cases. Non-compliant shipments can also be refused by carriers or delayed, creating costly interruptions in your supply chain.

Amazon FBA Risks

Even if your shipments meet federal standards, Amazon has its own strict Dangerous Goods program. Amazon may dispose of your inventory at your expense if documentation is not provided within their required timeframe. Listings can be removed or deactivated until compliance is verified, repeated violations can result in account suspension, and products may be permanently flagged — making it impossible to sell them through FBA.
