The shipper (offeror) of the hazardous material is responsible for ensuring a 24-hour emergency number is provided. This can be the shipping company itself if they have trained staff on call 24/7, or a contracted third-party emergency response provider. Essentially, whoever offers the hazmat into transport must designate a reliable phone number staffed by a person with immediate access to detailed hazard information about the product.
